packagegroup-op-apps: Remove legacy flash packages

The openpower-software-manager supports the static PNOR layout,
reference https://lists.ozlabs.org/pipermail/openbmc/2019-April/015723.html.
Remove the legacy code update packages.

meta-openpower is the OpenPOWER layer and should be included in all OpenPOWER systems' bblayers.conf. More information on OpenPOWER can be found here.
