Add args to Witherspoon power supply monitor These arguments are needed to allow the application to collect the input power history and put it on D-Bus. The new arguments include: * The number of average and maximum power records to keep in D-Bus. * GPIO information for the GPIO used to send the sync command to the power supplies to have them restart their history recording. meta-openpower is the OpenPOWER layer and should be included in all OpenPOWER systems' bblayers.conf. More information on OpenPOWER can be found here.
