obmc-phosphor-fand.bb: inherit pkgconfig The Makefile for obmc-phosphor-fand uses pkg-config but the recipe file wasn't making sure that command was available during the build, leading to errors. Resolves openbmc/openbmc#3017 Tested: Built obmc-phosphor-fand for evb-ast2500 without errors.
