Add ipKVM application

Add the application recipe and service to start application when the
BMC boots. Append the libvncserver depdendency to minimize the image
size impact.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
