pldm: add service file

openbmc/pldm now has an in-repo systemd service file. Package the same.
Also need the srcrev bump with this commit because the two are co-reqs.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
