phosphor-pid-control: enable OEM IPMI handler

Enables installing the OEM IPMI handler for phosphor-pid-control that
allows setting it in manual mode, or checking if it's in fail-sade mode.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
