meta-phosphor: drop ipmi-channel-config

phosphor-host-ipmid no longer does anything with the information
specified by the ipmi-channel-config, therefore drop it.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
