stop overriding DISTRO_FEATURES in phosphor-base

Other include files may set DISTRO_FEATURES prior to including this
file. Need to honor those features.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
