Remove u-boot-fw-utils from IMAGE_INSTALL

Install u-boot-fw-utils via dependency, rather than explicitly
attempting to include it in all images.

Tested: Built witherspoon, qemux86 images

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
