meta-phosphor: nuvoton-layer: postd: only set SNOOP_DEVICE for npcm7xx

This allows non-Nuvoton devices to build successfully, even if the
Nuvoton layer is enabled.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
