meta-phosphor: gpioplus: cleanup oeconf options

Cleanup the extra oeconf variable in the recipe such that it's an
assignment and not an append and isn't a mixed-evaluation line.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
