python3: Add to target if PEL extension enabled

In order to support python scripts for PEL User Data section parsing,
python3 needs to be built into the target.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
