gpioplus: Convert to meson

We intend to remove autotools from the gpioplus build eventually. This
is the final step needed to use meson for the package.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
