python3-autotools.bbclass: remove unused class

sdbusplus was the only user of this bbclass and now that is moved
to meson.  Drop unused class.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
