boost: define required dependency in recipe

Latest upstream yocto is failing due to being unable to find the boost
header files. Define the needed dependency.

Tested:
Verified with the corresponding meson.build change that phosphor-power
now builds against upstream yocto

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
