Include ipmi_pass to the image through pam-ipmi

Update pam-ipmi recipe to add ipmi_pass file to the image

Unit test:
Verified by making sure files is copied to the update bmc image.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
