phosphor-dbus-monitor: Remove unneeded RDEPENDS

We don't need to explicitly specify library dependencies as runtime
dependencies as build rules will do this automatically if they are
needed.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
