phosphor-hwmon: Depend on sdeventplus

An upcoming change to phosphor-hwmon will require this support.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
