meta-phosphor: ipmi-host: depend on bmc-version

The phosphor-host-ipmid's apphandler relies on the obmc-bmc-version
virtual package.

Add virtual package that provides an implementation of the
xyz.openbmc_project.Software.Version interface.

Tested: Verified quanta-q71l-variation build continues to build.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
