meta-phosphor: drop feature check wrappers

These pointless wrappers don't do anything other than obfuscate intent
to readers that have experience with bitbake metadata.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
