PAM:Enable password history pam module

pam password history module is required to not allow the
history passwords.
We have the following D-bus property which is required this
module.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
