preinit-mounts: Fix dependencies

preinit-mounts is a shell script.  Add appropriate dependencies.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
