meta-phosphor: Remove obmc-pydevtools

This application(gpioutil) isn't picked up by any layers anymore, and
its functionality is deprecated by libgpiod.  Drop recipe.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
