rocket: Drop recipe

python-rocket is unused in-tree.  Drop.
All in-tree platforms are either using python-gevent or bmcweb as the
webserver.

Tested: Built witherspoon and palmetto images

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
