Fix build-from-scratch issue with u-boot

A recent change in the u-boot-asspeed.inc caused a regression
when building an OpenBMC image from scratch.

Resolves openbmc/openbmc#3073

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
