Remove user params from phosphor-ipmi-net

phosphor-ipmi-net depends on phosphor-ipmi-host, and all
user params are managed by phosphor-ipmi-host. No need to
have redundant inforamtion. Hence removing the user params
from phosphor-ipmi-net

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
