phosphor-base.inc: remove old pygobject PREFERRED_VERSION

We do not use pygobject any more and the PREFERRED_VERSION does
not even exist (python2-based).

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
