Add new build dependencies for kcsbridged

The new rewrite of kcsbridged uses phosphor-logging, sdbusplus,
boost, and cli11. Yocto needs to be aware of that so it can build
properly.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
