meta-phosphor: rename network to phosphor-network

Rename the network_git.bb recipe to phosphor-network_git.bb to make it
consistent with the other phosphor namespace recipes.  This is the final
step as there are no more dependencies on network_git.bb existing.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
