telemetry: Add nlohmann-json and gtest to dependencies

Disable building test in yocto env to relaxe Yocto build process.

Tested:
 - Builded romulus image with telemetry service

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
