u-boot: fw-utils: reset on Poky 2.2 upstream

Grab a couple updates from the upstream poky recipe that were missed
when moving to morty.

Tested: Built image and verified fw-utils

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
