meta-phosphor: user-manager: point at bin

The components of phosphor-user-manager are now installed into bin
instead of sbin.  Update the recipe to reflect this.

phosphor-user-manager: srcrev bump 736648e25e..c3f56c50ff

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
