json-perl: Update to 2.97001

Update recipe for CPAN hosted Perl5 module JSON from 2.90 to 2.97001 to
express our love to the Perl Programming Language.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
