Add in default for Turbo mode enable/disable

Provide a Turbo mode setting and the ability to enable/disable
the processor Turbo mode. Default value is enabled.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
