obmc-phosphor-image: move license

Move the LICENSE directive to the image recipe so other recipes could
have their own license, and because this is how oe-core is organized.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
