meta-phosphor: entity-manager: skip unit tests

Don't build the entity-manager unit tests.  This works around an open
issue where meson cross builds find build host gtest library.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
