phosphor-host-postd: add 7-segment display support

Add '7seg' to the PACKAGECONFIG to enable the 7 segment display daemon
for a machine.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
