Move remote logging features to their own category

Separate logging from the remote logging features so that users
can choose to pick/not-pick one or the other.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
