phosphor: net-snmp: move to recipes-protocols

No functional change, but move net-snmp from recipes-connectivity to
recipes-protocols to match the hierarchy of the meta-networking layer.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
