phosphor: netsnmp: enable des and snmpv1

These non-default configure flags result in a broken build on net-snmp
5.8 and the rationale for their use was never provided in the first
place.  Stick with the defaults.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
