oneshot services should only be run once

Still chasing root cause of openbmc/openbmc#3466 but either way, these
services should be configured to only ever run once. They do one-time
things and do not make sense to be run multiple times.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
