aspeed-layer: jsnbd: Add script for USB mass storage device

This script is called by the nbd-proxy app to start/stop
the USB mass storage device.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
