phosphor-debugtools: Add latencytop tool
Note this doesn't *quite* work: ncurses is missing from the debug tools
tarball and so the application can't execute. The issue is captured in:
https://github.com/openbmc/openbmc/issues/2430
Until that's resolved you'll have to copy the library to somewhere
accessible and put the symlinks in place if necessary.
