meta-phosphor: pam-ipmi: add dependency on autoconf-archive

Add dependency on autoconf-archive-native to allow using autoconf-conf
archive macros in pam-ipmi configure_ac.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
