meta-phosphor: host: postd: move service file to repo

Move the service file to the repo and populate via the configure script.

Tested: Verified the service was installed and properly populated.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
