meta-phosphor: python: drop json encoding patch

The only code that needed this patch was phosphor-rest-server, which no
longer has a recipe in meta-phosphor.  This reverts
39beab95c635374ca0e9aa50fdce2c02e85efdca.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
