phosphor-fan: Remove unneeded RDEPENDS

These should be added as needed implicitly by the bitbake build process
detecting libraries in use by the binaries here.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
