meta-phosphor: switch to meta-oe libcereal

A cereal recipe was added recently to meta-openembedded.  Use it so we
can deprecate our version of it.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
