ldap: Enable name service cache daemon

nss-pam-ldapd requires the name service daemon to be
running which provides the cache for the name service
request.

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
