meta-phosphor: Add back configs for phosphor-pid-control

Necessary configurations that were in
classes/phosphor-pid-control.bbclass was dropped by
5f04ec5f04a797805afe2ac14a90c294a906ca6e. Append the config back to
phosphor-pid-control.bb

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
